If you are going to have a commercial site then you really need a Domain. A .com name only costs $70 for the first 2 years.
Making a commercial site has many similarities to making a personal page to get started but you have less chose when it comes to your host.
Hosting options
1)If you expect to be getting less then 5000 a month then it would probably be best to go to a free host like hypermart
2)If you think you will get more then when looking for a host you sould expect to pay less then $10 a mounth for 50mb of space and unlimeted transef. Example Elite Servers
3)If you need a lot of space e.g 300mb or more then you will have to pay about $22.
4)If you want unlimted E-mail and unlimed sub-domains then you sould expect to pay $60. Example Digiweb
Making the site
Are you going to make the site yourself?
If you are then you will need to learn HTML
this is only takes a few hours to pic up but takes years to master.
If you are going to get sombody else to make it you have to make sure that they have made site before and that they
attual now how HTML and they do not just use software to make it. If you want a top site then the company that makes it for you are unlikely to type it all in; they will probably use software to make it the "tweak it"
to your needs.

a)use a WYSIWYG (What You See Is What You Get) creator
which like Frontpage Express with IE4 (internet Explorer 4) or Netscape composor with Netscape Communicator

b)Using a text editor to make a page if you intend to learn HTML the language of web pages.
If so the first step is to go to the HTML Page
Text Edditor Vs WYSIWYG
I have used Text editors on all my pages as these lets you use all HTML tags and Java etc.
All you need is a text editor (like notepad which comes with windows 95) so it is unlikely that you will need to by any software
Generally i think that text editors are the best, it is oftern easier
to learn HTML then learn how to use the software!
When I got Internet Explorer 4 which comes with Fronpage Express
I did install it, it is vey usefull to help write a page as you do not have to use
HTML or equivalent but it leaves out lots of imortant features
which means you have to use HTML scripting for many features. It also slows the load time of your page by altering the HTML that you have already done.
